Error: "Must be unique within its containing parent."

I am working on a bilingual website (FRA and ENG) using a language toggle button.

http://209.217.68.142/imis15/eng/Publications/Public_Papers/eng/res/Public_Papers.aspx

I am trying to create a content area called: Public Papers" in French site and I am getting this error message, when trying to save it:

          "Must be unique within its containing parent."

Unfortunately I have to use that exact name as this is a bilingual website and French has to mirror English content.

I check the recycling bin and it's empty.

Any ideas, what is preventing me from creating such a file?

Title and Publish File Name must be unique...

On April 30th, 2010 Henry Huey says:

...within a folder, and I don't think there's any workaround.  Could you create two folder structures in CM, one eng, one fra, and save the two variants of Public_Papers in the appropriate folder?
