ibo for net project access?

How can I get access to:  http://www.imiscommunity.com/ibo_for_net_project?

I am getting an access denied message.

You would need to request special access to Emerging Technology Preview access.  You should be able to do that via this form here.  However, the page you reference is no longer updated.  It provided a way to download the latest version of iBO for .NET and has not been updated since iBO has been a part of supported product.  To get the latest version now, you could simply grab the Asi.iBO dll from an install of the latest iMIS release.
