Public View Orders on Web (not allowing ordering)

I have submitted a tech support request and for some reason they are unable to determine why orders does not work for a specific customer.

Now I have a second customer where the public view does not allow you to order products. It shows you the details and products but does not allow you to see the QTY field or select the product. Its almost as if it does not see "SELL ON WEB" but rather to show on web.

Its probably me, however, I have done everything that is rquired in the manual (its not a lot of additional steps): enabled products on the web, enabled categories on the web, enabled "SOW", made it a featured product, made sure the terms codes were there etc.

Does anyone have any ideas or has anyone else got this issue?
